troubleshooting a "cut" control

I have a Fargen Bastage amp with a cut control that isn't functioning.  Any thoughts on what to look for? there don't appear to be any loose or disconnected wires.

I know enough not to electrocute myself, but have no idea how amps actually function.  I'm guessing the cut control sends high frequencies to ground, so there may be a missing connection from the pot to the chassis?

Any suggestions are appreciated.

Would a Vox Top Boost schematic (with cut knob) help? I don't have one but it might help to find one. There are various schematics of Top Boost preamp circuits online.

Mind to explain a cut control? I have never heard of that.

Its kinda like the opposite of a presence control.  I love the one on my Tophat it makes it the absolute best for fender style. No idea on how to repair amps though
