1x12 vs. 2x12 question

Does a 2x12 powered by say an 18 watt amp produce more volume than a 1x12 with an 18 watt amp??

does either configuration create more or less clean headroom , or no appreciable change?

All depends on the wattage and/or efficiency of the speakers in question.

Two speakers will allow for less speaker distortion, all other things being equal. Of course speaker distortion only happens when they are pushed near their limit.

In my experience, larger multiple speaker cabinets, 2 x12, 4 x12, etc. normally produce more bass, so I'd normally cut some of the bass on the amp, which gives more clean headroom..... I'm not sure if that technically constitutes louder, but it sure sounds like it.
