If I have a 2 x 12 cab and each speaker is 30 watts, does that make it a 60 watt cab?

Are the speakers wired in series, or in parallel?  That will affect output too.  You might want to read this:

Power Distribution... Because both speakers have the same resistance, the amplifier splits the incoming power equally between them (50% to each speaker) regardless of series or parallel wiring...
