So my mom tells me she'd like her A/C fixed this year. I come to find out it has not worked in 2 years. I go to have a look, and see the 220 feed to the compressor has been severed where it exits the house. I have no guess as to how that happened.

Anyway, I will eventually get around to redoing the feed. Am I gonna launch the compressor, after not having it run for a few years? Or, will it be safe to just turn it on?

Yeah, it should be fine. Even if it has leaked freon for whatever reason, the compressor has a low pressure interlock to keep it from burning itself up.
