*made sure it was in a noise free environment, free from tv computer monitor...etc.

*only the MXR is plugged in, no chain or loop. Guitar --->MXR--->Amp
When plugged in and not activated, I can play my guitar sounds fine with no real tone loss. BUT, in the background, there is a obvious airplane-like flange going on...it's not flanging the actual guitar signal itself, but I can hear it swishing like some weird artifact. Again this is with the unit off (no red light).
Things really go to hell when I click on the pedal on. There's no guitar signal, just a mass of flanged noise and when I hit the EVH button, the sound just gets crazier and noisier.
Now here's the rub. Sometimes it "fixes" itself when I unplug it and plug it back in. Works just great. BUT, after unplugging it and plugging it back in a few times, we're back to relentlessness noise. Overall, it's random....like maybe 1 in 7-10 times it bags out like I've described above.
I've contacted the seller to see what he's going to do about it. I love used pedals, but what I hate is when the are unreliable. Hopefully things won't get nasty with ebay....
In the meantime, any pedal experts have any idea what the hell could be going on here? Bad grounding? Busted capacitor? I have no idea. If its a easy or quick fix, I don't mind keeping the unit.

So today I received a MXR EVH 117 Flanger from a good old FleaBay auction.
I plugged it in and here's what I was met with:

The audio is not very subtle through my head phones, but it does demonstrate that something is clearly wrong.
