Truss rod issue

A question for the experts:-) I received my 91 Chaparral deluxe, and notice that when I fret the high e at the first and 24th and try to check the relief at the 12th fret which I usually like to set at half a millimeter, that string is flat on the fret.. I went to loosen the truss rod nut and it is totally loose.. Floyd Rose is set up correctly, I have not seen this before , can anyone suggest what might be going on and some options to correct?

The truss rod is no longer functional... the neck is trash and will cost more than its worth to fix it...

Can you return it?

Other than blocking the trem and using heavier strings to maintain some relief, you can try to loosen the truss rod and "with humidity and clamps" try to warp some relief back in

Update.. I backed the truss rod nut off and just let it sit in between playing, normal strings normal setup of the Floyd and it is loosening, there is now some relief at the 12th fret! I love this guitar.. major improvements in sound with the emgs by taking the SPC out of the circuit and using two batteries in series, actually 19.7 volts.. talked to EMG and this is actually the sweet epot voltage wise for this set

It sounds phenomenal now, and I love that you can turn down the volume and not roll off the highs like all of my passive pickup guitars
