Supposedly, he manipulated the wah with his hand on that one. Clapton used the wah on Disraeli Gears on several tunes, notable Tales of Brave Ulysses(recorded before White Room). And Hendrix used it on Burning of the Midnight Lamp which was recorded in mid-1967 and appeared on a single before being included on Electric Ladyland. Wah is all over the album Axis Bold as Love too.

Once the arrangement and tempo had been settled, Hendrix's focus turned to refining his guitar parts. He used a hand wah-wah unit in this session...Hendrix manipulated the hand unit with skill, incorporating the distinctive tones on to the master tape."
