UPS "invoices" for purchases shipped from Canada

Why is it that UPS can't figure out how to quote and charge for shipments to or from Canada? FedEx and the USPS can manage, what's the problem at big Brown?

In any event, I got irritated when I received second "invoice" from UPS after they undercharged the shipper of an amp head I bought from a music store in Canada. The shipper was responsible for paying shipping and he used his account. For some reason UPS can't collect from him, and decided to try to extract the extra $23.00 from me. After all, they have my address, why not send out an official looking invoice and some bold language about "my account" being delinquent.

Obviously this was a clever idea by some dweeb in the UPS finance department. It's also, in my opinion, miseading, deceptive and sleazy. Here's my response, feel free to cut and paste if this ever happens to you:

Dear Sir or Madam:

Enclosed you will find your correspondence, which was delivered to my home address with the bolded and capitalized phrase “delinquent account notice” clearly and publicly visible through the address window on the envelope.

I have no account with UPS and I have no association with the account number appearing on your correspondence. If I continue to receive “invoices” from you following your receipt of this letter, I will assume that you are willfully engaging in harassment in direct violation of applicable U.S Postal regulations as well as the Fair Debt Collection Practices Act. This letter shall also serve as written notice, pursuant to the FDCPA, that I demand proof of any debt that you are seeking to collect from me and, in absence of such proof, that all debt collection efforts cease.

You may contact me at my office number, listed above, if you have any questions about this letter. If you continue collection efforts, I will file complaints with the U.S. Postal Service, the Illinois Secretary of State and take additional legal action as appropriate.

Same thing happened to me.

I thought it might be some sort of scam??

Either way I have no intention of paying them as the shipper is responsible for those costs/fees.

A few weeks after buying a guitar from a Canadian seller UPS hit me with a charge for customs or something. I expected something like that, so I paid it and did not complain.

they slapped you with "brokerage" fees. UPS are sleazebags. They attract customers with lower advertised rates for crossborder shipments than USPS and hit the unsuspecting receiver with their unadvertised bogus brokerage fees. USPS' brokerage fees = a flat $0. Fuck UPS.

The FDCPA does not apply to a creditor trying to collect his own debts. Having said that, not only is it an unfair and deceptive trade practice under IL law to try to collect a debt from someone who doesn't owe it, in the right circumstances it's also criminal.

Lisa Madigan is a very hard hitting consumer advocate and she's your Secretary of State. If they send you another one of those, send it over to her. It'll get taken care of.

Whenever you buy something internationally, you get charged with whatever taxes your Country/State charges you, and UPS charges a brokerage fee (a fee to bring something over an international boarder). Neither have anything to do with the country of origin.

Canada didn't charge you anything, the USA and UPS did.
