Definitely some kind of rotary speaker simulator. There is one in my effects unit, and you can set the rates for both the woofer and tweeter, etc. very useful.

BY "cranked all the way up" you mean "set to maximum speed" you're right. That's why it wasn't easy to identify. Real Leslies from the '60s (our frame of reference for the rotary sound) couldn't spin anywhere near that fast.
